Fetches neighborhood watch alerts
GET/idp/array/users/me/nhw/alerts
Returns the authenticated user's Neighborhood Watch alerts (notifications). This endpoint returns only Neighborhood Watch alerts using the same alert list format as the general alerts endpoint.
